It could be something as simple as the order they are loaded in...

i tried this plugin and found it the same method these two plugins use:

$elements = preg_replace("/=(\s*)”/", "==`", $elements);
$elements = preg_replace("/\"(\s*)/", "`| ", $elements);
$elements = preg_replace("/″(\s*)/", "`|", $elements);
$elements = preg_replace("/′(\s*)/", "`|", $elements);
$elements = preg_replace("/”(\s*)/", "`|", $elements);
$elements = preg_replace("/″(\s*)/", "`|", $elements);
$elements = preg_replace("/‘(\s*)/", "'", $elements);
$elements = preg_replace("/’(\s*)/", "'", $elements);
so, maybe you have to deactivate one of these plugins
